01.       POLICY STATEMENTS

01.01 We at Texas State are committed to the provision and maintenance of appropriate physical facilities which contribute to a comfortable and conducive learning and work environment. The following procedure contributes to the fulfillment of this policy.

 

01.02  Regents' Rules determine policies concerning the actual naming of a facility and the text which is to be included on a plaque for that building (see Chapter III in Regents' Rules).

 

01.03  The purpose of this policy is to establish the procedures for ceremonies associated with dedicating buildings. Types of building dedications include:

 

a.   Dedications of new buildings

 

1)   The dedication of a new building will normally be held in conjunction with a meeting of the Board of Regents on campus.

2)   Participation of the entire Board of Regents will be an integral part of a new building dedication.

 

b.   Dedication of buildings which are being renamed and rededication of renovated/reconstructed buildings

 

1)     The dedication of a building which has been renamed or rededication of renovated/ reconstructed buildings will normally not be held in conjunction with a meeting of the Board of Regents.

2)   While participation on the part of the Board of Regents will be encouraged, participation will likely involve only representatives of the local committee of the Board of Regents.

 

c.   Dedication of new or renamed renovated/reconstructed buildings that honor major donors requires special consideration for ceremony scheduling, involvement of regents and invitation list development.

 

01.04  Formulation and Approval of Plans

 

a.   Upon approval of a contractor for a new building or immediately following a meeting of the President's Cabinet at which it has been decided that a building will be renamed, the Vice President for Finance and Support Services (VPFSS) will call to the President's attention the need for the appointment of a Dedication Committee. Procedure for appointment of the Dedication Committee will be filed in the VPFSS Office.

 

b.   The Dedication Committee will develop plans and a recommended budget for review by the President's Cabinet and approval by the President. Guidelines for formulation of plans will be filed in the VPFSS Office.

 

c.   Every May, the Director of Special Projects will provide an estimated budget for building dedications to be held the following year for inclusion in the discretionary budget approved by the President.

 

01.05  Follow-up and Evaluation

 

a.   Within one (1) week following the dedication, appropriate letters of appreciation to all distinguished guests will be prepared for the President's signature by the Dedication Committee Chair.

 

b.   Within two (2) weeks following the ceremony, the Chair will call a meeting of the Committee to evaluate procedures and policies. The Committee will forward a final evaluation to the President as soon as possible but no later than six (6) weeks following the dedication.
