01.      POLICY STATEMENTS

01.01 We at Texas State are committed to supporting the educational mission of the institution through efficient information storage and retrieval, appropriate auditing procedures, professional personnel services and a safe environment.  The following procedure contributes to the fulfillment of this policy. 

01.02 This University Policy and Procedure Statement  (UPPS) sets forth guidelines for the provision of a consistent pattern for all new employment of Athletic Department personnel who will be holding a joint appointment with an academic department, provision of a standard procedure for determining compensation and teaching opportunities and clarification of tenure issues.

02.      OPERATING PROCEDURES

02.01 Employment and Compensation of Athletic Personnel with academic appointments 
a.  If an Athletic Department staff member is to be part of an academic department, that person is to be hired on the basis of both academic and coaching criteria.  Academic responsibilities should only be given to those Athletic Department staff members who meet the qualifications for faculty appointment as determined by published university standards.  If the Athletic Department staff member is not to be a part of an academic department, he/she is to be appointed only on the basis of Athletic Department criteria.

Except for activity classes, the instructor/Athletic Department staff member who teaches an undergraduate level class must possess a minimum of a master's degree with a minimum of eighteen (18) graduate semester credit hours in the specific field in which she/he teaches in order to meet the accrediting requirement of the Southern Association of Colleges and Schools.  For a graduate level class, the Athletic Department staff member must meet the standards for graduate faculty as set forth in AA/PPS 07.03.   SACS guidelines exempt activity classes from this requirement; however, instructors of activity classes must be able to demonstrate expertise in the field in which they teach.

Academic duties, requirements and responsibilities for individuals with joint appointments are the same as faculty duties, requirements and responsibilities for full- time faculty.  These duties, requirements and responsibilities are described in the Faculty Handbook.  The Athletic Department staff member must provide the required documents to be appointed as a faculty member prior to the effective date of their appointment.  The required documents include a faculty employment application, a current vita/resume, and original transcripts from all degree granting institutions.

b.  Joint appointments exist out of a mutual need in the two (2) departments.  The number of positions available and the salaries are to be mutually determined by the Athletic Director and the chair of the appropriate academic department.

c.  The teaching contracts for personnel who have responsibilities in both an academic department and the Athletic Department will reflect the division of salary and how it is to be disbursed.  Salaries will be recommended by the Athletic Director and by the academic department chair concerned.  

d.  UPPS No. 04.04.11, Section 06. requires that a split appointee must have the same base rate for each appointment.  See the complete UPPS No. 04.04.11, as well as UPPS No. 04.04.12, for all other requirements regarding compensation.

02.02 Representation on search committees for joint appointments

Employment searches for joint appointment, positions will include representatives from both the Athletic Department and the Health, Physical Education, Recreation, and Dance (HPERD) Department, as well as other appropriate members of the University community. 

02.03  Tenure

Tenure consideration is for individuals who hold full-time academic appointments and who are appointed to tenure track positions, and is not applicable to joint appointments.
